The Super-typhoon approached Guam just before noon on Sunday, December 8 th, and remained over the island until almost midnight. The PBGC expects these persons to act reasonably - fully taking into account the effects of Super Typhoon Pongsona - in deciding whether and to what extent to exercise these rights. This Technical Update refers to an extension of a Form 5500 deadline relating to Release SEA 02-105 (Dec. 20, 2002) as a "Form 5500 Disaster Extension" and to the resulting extended deadline as a "Form 5500 Disaster Extension Date.".

The park is comprised of seven units encompassing almost 2,000 acres, that includes coral reefs, historical war-era encampments, bunkers, beaches, armaments, and the island’s only federally developed museum facility—the T. Stell Newman Museum. As a result of Headquarters’ seaside location, overlooking a historical WW II assault landing beach, the ground-floor parking garage was submerged in sand, rock, coral, vegetation, and modern flotsam from Pongsona’s eight to 10 foot tidal surge. USDA is an equal opportunity provider and employer. The eye of the storm passed in between the islands of Guam and Rota (both of the Mariana island chain) meaning that neither island had any reprieve from Pongsona’s destructive winds, rain, and surf. This site is maintained by SARE Outreach for the SARE program and is based upon work supported by the National Institute of Food and Agriculture, U.S. Department of Agriculture, under award No. If the plan administrator of a plan that is terminating in a standard termination is a Designated Person, any of the following plan termination deadlines for the plan that falls on or after December 8, 2002, and before January 8, 2003, is extended to January 8, 2003: Distress terminations. The PBGC will grant other relief where appropriate on a case-by-case basis for deadlines relating to multiemployer plans. The renovation project came after supertyphoon Pongsona devastated Rota and Guam in Dec. 2002. 2003). Three rooms were donated by GSA at the US Attorney’s offices in downtown Guam.

The Pension Benefit Guaranty Corporation is waiving certain penalties and extending certain deadlines in response to the major disaster declared by the President of the United States on account of Super Typhoon Pongsona on December 8, 2002, in the Territory of Guam and the Northern Marianas Island of Rota. In addition to providing curatorial expertise, Alice Newton also was aware of and sympathetic to Guam’s isolated location and locally non-existent access to museum, archival, and preservation supplies. The dynamics of an emergency evacuation was overwhelming enough, but it was complicated by the need to find dry packing materials that had not already been storm or humidity damaged. The PBGC's regulation on Annual Financial and Actuarial Information Reporting (29 CFR Part 4010) requires annual financial and actuarial information reporting in certain cases by contributing sponsors (and their controlled group members) maintaining plans with large underfunding or certain missed contributions or funding waivers. It struck the islands on Dec. 8 with catastrophic levels of rainfall and winds exceeding 180 miles per hour, and gusts as high as 225 mph on Rota. The regulation permits the filing of certain actuarial information by an alternative due date, which is 15 days after a plan's Form 5500 due date, if certain requirements are met (29 CFR § 4010.10(b)). To further complicate the weeks following the super-typhoon, the recovery was severely curtailed due to an uncontrolled petroleum tank-farm fire at Guam’s main harbor, apparently caused by static electricity from the storm.
Fruit bat numbers declined following Typhoon Roy in 1988 from an estimated 2,400 animals to just under 1,000 (Worthington and Taisacan 1996). The book now features more than 60 successful farmers and ranchers. Above the garage, the first-floor theatre, bookstore, and museum exhibits were flooded as sea water driven by gale-force wind forced its way past storm shutters and locked doors, entering the building through window seals, door jams, ventilation ducts, and electrical outlets. If the plan has a Form 5500 Disaster Extension for the 2001 plan year, the deadline for providing a Participant Notice for the 2002 plan year is automatically extended to two months after the 2001 Form 5500 Disaster Extension Date. (On Form 1 or Form 1-EZ, also check the "disaster relief" box at the top of the form.)

Rental vehicles to support the move were not available because of island-wide damage to personal and public transportation. If additional areas are added in connection with those filing extensions, any person responsible for meeting a PBGC deadline that is located in those additional areas will also be a Designated Person. See Case-by-Case Relief above. These offices would soon become the first temporary repository for thousands of artifacts, archives, the park’s library, exhibits, oral history media, and controlled property. This puts the territory at risk on a routine basis for very powerful storms [6]. And with the arrival of FEMA and other emergency aid agencies, not a single rental vehicle could be acquired to support the move. (The PBGC is not waiving late payment interest charges.).
